Additional Information: This position is budgeted to pay between $29.64 and $37.05. This position is posted with the full salary range indicating future potential earnings; however, the actual hiring salary for this position is dependent upon relevant experience and qualifications above minimum requirements and position funding. Therefore, all starting salaries above the midpoint require further review and additional approval.

Actively supports and upholds the City's stated mission and values. Under direction of the Public Works Manager, employees of this class are expected to perform supervisory and technical work associated with day-to-day program operations.


ADMINISTRATIVE DUTIES
  • Supervisory: This job has full responsibility for supervision of personnel within assigned program including planning, assigning, and organizing the work of personnel within assigned program(s), interviewing and making recommendations on employee hiring selections, and promotions, conducting performance evaluations, and resolving employee concerns, problems and grievances.
  • Budgetary: This job has partial responsibility for budgeting including providing research, performance reports, and justifications for line items within assigned area of the budget, assisting with preparing and monitoring budgets as assigned, making recommendations on RSLs, and estimating and requisitioning materials, supplies, and equipment used in the maintenance, development, and operation of assigned program(s).
  • Strategic Planning: This job has partial responsibility for strategic planning at the program level including participating in development, presentation, and coordination of short and long term goals.
  • Policies/Procedures: This job has partial responsibility for policies and procedures at the program level including researching and developing operational procedures. Drafts Standard Operating Procedures for all equipment to ensure safety and compliance.
  • Compliance: This job has partial responsibility for following, ensuring compliance with and enforcing Federal, State, and Local laws, rules, and regulations as well as City policies and procedures at the program level. Insures subordinate employees have proper licensing, operational, and safety training. Monitors compliance with regulatory agencies and maintains records. Follows, ensures compliance with and enforces Federal, State, and Local laws and regulations and City policies and procedures. Ensures all CDL holders are in accordance with pertinent laws such as reporting citations and participation in the City's drug and alcohol testing program.
  • Council Communications: This job carries out day-to-day activities in accordance with Council's adopted priorities and direction and may prepare staff summaries for capital purchases and maintenance contracts.
  • Reporting: This job has partial responsibility for reporting to Federal/State/Local agencies at the program level including preparing and submitting detailed reports as required by the Public Works Manager.

EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)
  • Provides excellent customer service to both internal and external customers.
  • Works with outside vendors and contractors to negotiate pricing on requisition of materials, supplies and services within assigned program(s).
  • Coordinates activities with internal staff and external vendors on equipment related issues.
  • Establishes measures to improve work methods, use of equipment, changes in operations, working conditions, quality of work and any necessary program adjustments to increase efficiencies.
  • Responsible for accurate preparation of accident reports, time sheets, purchase requisitions, labor distribution, and liability claims.
  • Researches, develops, conducts, and evaluates training classes on various types of heavy equipment and proper procedures for the Fleet Services/Solid Waste Section. Arranges for outside training as needed.
  • Develops, designs, and presents regular safety tailgate meetings for Fleet Services/Solid Waste personnel, using multiple formats. Documents attendance and compliance. Develops quizzes, tests and contests to engage Fleet Services/Solid Waste personnel in the safety program.
  • Develops, monitors, and tracks cross training program and assists assigned personnel with personal and professional development.
  • Tracks personnel performance, safety and compliance through the use of bi-weekly inspections, testing and scoring using a personnel performance matrix system, and maintains accurate records.
  • Researches, drafts and develops Job Hazard Analysis (JHA's) and Standard Operating Procedures (SOP's) for all Section equipment and job functions to ensure standardized safety and compliance.
  • Ensures personnel have the proper licensing, operational, and safety training.
  • Evaluates assigned program to ensure safety of personnel and the general public.
  • Prepares accident reports, safety training sheets, time sheets, and purchase requisitions.
  • Responsible for quarterly performance measure tracking.
  • May solicit bids and quotes.
  • Develops and maintains record keeping procedures for training and risk management purposes.
  • Prepares and submits detailed reports as required by the Public Works Manager.
  • Serves as on-site point of contact for the Section's program and maintains required SDS sheets.
  • Serves as the internal consultant regarding safe and efficient use of tools and equipment.
  • Attends conferences, seminars, and other educational and professional meetings.
  • Follows up on and resolves difficult customer complaint situations associated with the services provided.
  • Performs related duties as required.

SOLID WASTE COLLECTIONS
  • Responsible for all phases of proper equipment operation for a wide variety of collection equipment in field conditions.
  • Schedules collection personnel to make sure all shifts and routes are covered, as assigned.
  • Coordinates all repairs and preventive maintenance activities for collection equipment with the Fleet Services shop.
  • Participates in maintenance and equipment operation tasks as necessitated by work situations.


Qualifications

MINIMUM REQUIREMENTS
•Associates or Technical degree in a related field.
•Three years of experience related to area of assignment (i.e. equipment operation, vehicle shop operations, etc.) including two years of safety and training experience.
•Three years of supervisory experience.
•One year of computer experience including Microsoft Outlook, Word, and Excel
•Or any combination of education, experience, and training equivalent to the above Minimum Requirements.

DESIRED EXPERIENCE AND TRAINING
•Considerable knowledge of the proper operation of a wide diversity of equipment in field conditions.
•Three or more years of past hands-on technician experience, including diagnosis and repairs, in automotive, heavy truck and equipment, emergency vehicles, or closely related mechanical fields.
•Current Automotive Service Excellence (ASE) certifications for heavy trucks and equipment
•Working knowledge of industry technologies, including telematics, computer diagnostics, emissions control systems, and electric vehicles.
•Experience in working with multiple types of vehicle and heavy equipment diagnostics tools and programs.
•Manager of Landfill Operations Certification. (Landfill only)
•40-hour HazWoper Certification within one year of hire date.

OTHER REQUIREMENTS
•Regular attendance is an essential function of this job to ensure continuity.
•Must have the ability to be contacted and to respond in a timely manner and be willing and able to perform emergency work after hours, weekends and or holidays as necessitated by the job. This can include working twelve hour shifts.
•All Emergency Service Employees shall maintain their principal residence within the state boundaries of Arizona. All Emergency Service Employees, except those holding a position in Fire, will arrive at the assigned or emergency work location within one (1) hour from notification to report to duty.
•Employees may be designated a take home City vehicle.
•Employees who are designated to take home a City vehicle per the Vehicle Take Home Administrative Policy must live within the prescribed area. The defined as a 12-mile radius from City Hall or 35 miles eastbound, westbound, and southbound from the I-17 and I-40 exchanges, or 10 miles from City Hall along Highway 180 North with a five-mile-wide corridor (2 ½ miles on each side).
•Must possess, or obtain upon employment, a Commercial Driver's License (CDL), type 'A', and required endorsements within 6 months of employment.
•Must possess, or obtain upon employment, a Commercial Driver's License (CDL), type 'B', and required endorsements within 6 months of employment.
•Incumbents of this position are subject to pre-employment drug/alcohol screening, and post-employment random, post-accident, and reasonable suspicion drug/alcohol testing.
•May be required to be on call as assigned for user department service needs. Standby and Call out pay per city policy applies.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT
  • While performing the duties of this job, the employee is frequently required to use hands or fingers to handle or feel and talk or hear and regularly required to stand, walk, sit, reach with hands and arms, and stoop, kneel, crouch, or crawl.
  • The employee must occasionally lift and/or move up to 100 pounds.
  • Vision requirements for this position include; close, distance, color, peripheral, depth perception and the ability to adjust focus.
  • Working conditions may frequently include adverse weather conditions, work near moving mechanical parts, fumes or airborne particles; regularly include work in high precarious places, toxic or caustic chemicals, risk of electrical shock, and vibration; and occasionally work with explosives and risk of radiation.
  • The noise level in the work environment varies from the quiet level (office environment) to very loud level (traffic and operation equipment).
