Purpose of Job The purpose of this job is to oversee the planning, organization and administration of the Unified Government Emergency Management Program. The work is performed under the supervision and direction of the Fire Chief, but the Emergency Management Coordinator will exercise independent judgment and initiative. The nature of the work performed requires that the incumbent establish and maintain effective working relationships with the Fire Chief, other Unified Government officials and employees, the business and industrial communities, and the general public in performing the duties as outlined and assigned. Work is performed in both office and field environments. Duties and responsibilities include, but are not limited to, advising Fire Chief of emergencies; developing emergency preparedness plans and mutual aid agreements; coordinating emergency response efforts throughout the county; serving as liaison to business and community organizations, schools, and the general public regarding emergency management operations; performing administrative duties associated with the department; and performing additional tasks as assigned.

Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Emergency Position This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, utility failure, fire or other forced evacuations or as determined by the Manager.
Minimum Training & Experience Required to Perform Essential Job Functions Bachelor's Degree in Emergency Management, Public Administration, Forestry or other related discipline, with six years of experience in emergency management, public administration, public safety or related experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Must possess a valid driver's license.
Must obtain State of Georgia Emergency Manager certification (GCEM) within 18 months of hire.
Two years of supervisory experience is preferred.
Must possess or obtain with 6 months of hire both CPR and First Responder Certification.
Essential Duties, Responsibilities The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Administers a variety of special departmental/governmental programs, which may include: acting as a liaison and coordinator between county agencies, private sector, local jurisdictions, and State and Federal agencies, and/or other related programs.
Prepares grant proposals for state and federal funding assistance for Manager's signature.
Prepares grant applications; administers grants.
Responds to emergency and/or disaster situations. Assists in the coordination of emergency resource allocations, personnel and materials, and the dissemination of public information in a disaster situation.
Recognizes hazardous weather conditions; monitors and relays weather conditions utilizing weather tracking systems.
Activates and staffs the emergency operation center.
Develops, reviews, and updates the ACCGov Emergency Tier Structure.
Assists in recovery activities in the event of an emergency.
Advises the Fire Chief of the nature, magnitude, and effects of various emergencies.
Develops and updates standard operating procedures for mitigating, responding to, and recovering from natural and man-made and/or technological disasters.
Develops and updates mutual aid agreements with other local governments for Manager's signature.
Develops various emergency management plans and reports including hazard vulnerability assessment report, facility and equipment plan for Emergency Operations Center, community resources plan, public/private sector integrated emergency response plan, emergency plan for homeowners, unified government shelter plan.
Develops, conducts, and critiques tabletop, functional, and full-scale disaster and emergency drills in accordance with FEMA and GEMA rules and regulations.
Develops, maintains, and tests monthly early warning systems and emergency public information/notification system.
Assists businesses and community organizations in developing emergency response plans.
Develops and coordinates public information programs to assist the general public in preparing for, responding to, and recovering from emergency situations.
Works with the news media in keeping local governments, schools, civic groups, and other organizations informed regarding seasonal hazards such as ice and snow storms, tornadoes, and severe heat.
Prepares emergency management reports for Manager, Mayor and Commission, FEMA and GEMA; recommends policies, proposals, rules and regulations; writes correspondence and memos.
Provides input for Emergency Management expenses; monitors expenditures against approved budget; reviews purchase requisitions, invoices, and recommends payment of purchases; oversees inventory of emergency management's supplies and equipment.
Oversees the Superfund Reauthorization Amendment (SARA) Title III Community Right to Know Program for Athens-Clarke County.
Provides in-service training on emergency preparedness to local governments, businesses, civic groups, schools, churches, health care facilities and other organizations.
Attends workshops and training programs to maintain and update professional certifications.
Represents Athens-Clarke County at various conferences and meetings and on civic boards and government committees.
Conducts damage assessment and verification to provide the information needed to obtain a disaster declaration for the Governor of the State of Georgia.
Coordinates disaster application centers after disaster declaration to allow affected persons to apply for appropriate state or federal aid as specified in the disaster declaration.
Coordinates any required evacuations by establishing the extent of the area to be evacuated; provides methods of warning and notification, performs home checks before re-habitation, ensures required transportation is available; and provides plans for securing the evacuated areas.
Coordinates shelters and/or long-term congregate facilities needed for emergencies; inspects shelters to ensure needed supplies are available; trains and supervises shelter staff.
Performs other duties as assigned.
Knowledge, Skills and Abilities Knowledge of the principles, practices and procedures of the Athens-Clarke County Unified Government and the operations and functions of Emergency Management.
Knowledge of management, human resource management/personnel concepts, financial management practices, and the policies and procedures necessary in the completion of daily responsibilities.
Knowledge of how to develop and administer operations and staff plans and objectives for the expedience and effectiveness of specific duties of the position.
Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.
Knowledge of evacuation procedures for large scale evacuations, operations of a shelter-emergency and long-term congregate facilities, disaster declarations including damage assessment and verification, and operations of a disaster application center.
Knowledge of Athens-Clarke County geography.
Knowledge of federal and state Emergency Management statutes, rules & regulations, GEMA Emergency Plans, DOT guidelines on hazardous spills, Unified Government Emergency Operations Plan, Continuity of Government Operations Plan, local government mutual aid agreements, Unified Government inclement weather policy, UGA Disaster Operations Plan, and Unified Government's public safety services and operations.
Ability to keep abreast of any changes in policy, methods, operations, budgetary and equipment needs as they pertain to departmental and human resource/personnel operations and activities.
Ability to develop and implement long-term goals for Emergency Management in order to promote effectiveness and efficiency.
Ability to effectively communicate and interact with management, employees, members of the general public, and all other groups involved in the activities of the Unified Government as they relate to Emergency Management.
Ability to assemble information and make written reports and documents in a concise, clear and effective manner.
Ability to use independent judgment and discretion in the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.
Ability to comprehend, interpret, and apply regulations, procedures, and related information.

Supplemental Information (ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including calculators, , axes, shovels, mechanics tools, hand tools, power tools, electric generators, medical equipment. Must be able to use body members to work, move or carry objects or materials. This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert over twenty pounds of force occasionally, and/or up to ten pounds of force frequently. Physical demand requirements are at levels of those for light work.

INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under considerable stress when confronted with an emergency.
