Summary of Position The Village of Jackson (pop. 7,926) is seeking candidates to fill the role of Director of Parks and Recreation. The current Director of Parks and Recreation of 24 years has earned their moment to retire, and the Village is searching for the next innovative leader to fill the role! The Director of Parks and Recreation is responsible for thoughtful creation, planning, and execution of recreational events and programs for the Jackson Community. Per Village Code Section 2-88 the Director is appointed by the Village Board for an indefinite term and serves as a senior member of the Village Administrator's management team. This role manages over $700,000 of annual expenditures related to the multi-functionality of the Jackson Community Center through creative recreational programs and projects at various locations throughout the Jackson Community. This role exercises direct supervision to the Operations Manager, Recreation Supervisor, Early Learning 4K Teachers and Aids as well as other program staff. The Director performs the duties of the Site Director for the West Bend School District Early Learning and 4K programs at the Jackson Community Center. The successor Director will be responsible for oversight of final construction to the expansion of the Community Center, which is expected to be completed in April. The hiring salary range is $78,00-$93,00 DOQ, and reliant upon experience, education, and licenses/certifications of selected candidate. Recreation Department Service Coordination and Oversight of Community Center:
- Develops and administers departmental policies and procedures pertaining to park and recreation programs, events, services, and facilities.
- Responsible for insuring and renewing all state, county and village licenses including: entertainment, beverage, restaurant, bingo, and raffle.
- Maintains a friendly and cooperative relationship with the Village, neighboring municipalities, community organizations and the public, attends meetings for these groups as needed.
- Prepares meeting materials for the Parks and Recreation Commission and works in concert with the Village Clerk to schedule, notice, and attend monthly meeting.
- Prepares and informs the public regarding the rules, regulations and fees governing the use of park and recreation facilities.
- Attends conferences, workshops, and meetings to further educate, increase professional development and maintain certifications.
- Attends the monthly Village Board meeting, annual Budget meeting, annual Tourism Commission meeting, and other meetings as requested by the Village Administrator.
- Responsible for the day-to-day operation of the West Bend School District 4K program held at the JCC.
- Prepares and is responsible for the annual operating budget including General Fund Levy and Capital Projects, prepares financial reports as requested.
- Prepares and submits annual budgets for the Recreation Department as well as Hotel/Motel Tourism Budget for review by Village Administrator and approval by the Village Board.
- Serves as an appointed member of the Village Tourism Commission and liaison to the Visit Washington County Convention and Visitors Bureau.
- Works cooperatively with the Public Works Director and staff regarding utilization, preparation, and maintenance of park and recreation facilities, including playgrounds.
- Responsible for administrative financial functions including billing, coding invoices, payroll, ordering of equipment and supplies for the Jackson Community Center, programming, and special events.
- Responsible for the coordination and implementation of department special events along with the Recreation Supervisor and Operations Manager.
- Interprets the scope and need for park and recreation programs and events through the Program Service Analysis prepared bi-annually by the Recreation Supervisors.
- Works with the Operations Manager on all print, web, and social media advertising.
- Oversees the Operations Manager's collection of and accounting for revenues from Park and Recreation programs, events, leagues, concessions, and facility rentals.
- Acquires grants and sponsorships in coordination with the Operations Manager and Recreation Supervisor.
- Responds to citizen's requests and complaints concerning park and recreation programs and facilities.
- Serves as Liaison to the Friends of the Jackson Parks and Recreation group.
- Serves on the Jackson Festivals, Inc. Board of Directors, as the Parks and Recreation Department charter member representative.
- Administers Village Wellness Programming and secures funding available grant funds through Cities and Villages Mutual Insurance Company.
Village Recreation Planning and Project Development Oversight:
- Works with the Village Administrator in the planning, acquisition and development of new park sites and facilities in the Village.
- Responsible for Parks, Recreation and Open Space Plan development and updates as required by the Wisconsin Department of Natural Resources.
- Evaluates and recommends maintenance and improvement for the Jackson Community Center and existing park areas through the Village Financial Management Plan and Capital Projects planning process (i.e.: athletic fields, play areas, tennis courts, shelters, etc.).
Supervise and Direct Employees in the Recreation Department:
- Responsible for departmental procedure manuals, Jackson Community Center emergency procedure manual and playground safety logs.
- Responsible for the establishment of goals and procedures in meeting Director objectives and departmental objectives.
- Recruits, hires, and evaluates full-time Recreation staff and the permanent part-time 4K staff.
- Responsible for managing new employee accounts to ensure efficient access to necessary programs or Village account log-in credentials (i.e. email account, phone directory update) upon start of employment, distribute keys as needed to office areas.
- Prepares and/or conducts on the job training (i.e., work procedures, job functions, etc.) and perform reviews on an annual basis.
Education and/or Experience Required EDUCATION AND PRIOR EXPERIENCE
: The Village is seeking a candidate with a bachelor's degree in Recreation Administration, or related field. A minimum of three (3) years of experience as Director or equivalent management experience in Parks and Recreation is desired. Considerable experience in coordinating and supervising staff, budget development and oversight, managing recreation activities and special events, and park planning and development is required.
LICENSE/CERTIFICATION REQUIREMENTS:
A valid Wisconsin Driver's License. It is preferred candidate is certified through the National Recreation and Park Association as a Certified Park and Recreation Professional.
Knowledge, Skills & Abilities Required skills shall include effective oral and written communication style and ability to establish positive relationships within the community, with elected officials, and among staff. Thorough knowledge of all phases of community recreation activities and events is necessary. General knowledge of park planning and development required. Candidate must also demonstrate ability to develop a well-rounded program of recreational activities. The chosen candidate must be able to cooperate with and interpret recreation philosophies to Village officials, public and private groups and agencies, and the general public. This role requires the ability to plan and supervise the work of others, keep records and prepare reports, and work cooperatively with other Village departments. Candidate shall be familiar with various computer programs such as: RecDesk, Microsoft Office Suite, Google Docs and a desktop publishing software.
