Job Description

The New York City Department of Investigation (DOI) is one of the oldest law enforcement agencies in the country with a mission of combating municipal corruption. It serves the people of New York City by acting as an independent and nonpartisan watchdog for New York City government, City agencies, and City employees, vendors with City contracts, individuals and entities that receive City funds. The Department is seeking to hire an exceptional procurement professional who is highly motivated and detail-oriented to serve as Deputy Agency Chief Contracting Officer (Deputy ACCO). The successful candidate will work in a fast-paced environment and have extensive experience in managing City procurements and in reviewing, approving, and executing documents on behalf of the ACCO. The Deputy ACCO will report directly to the Agency's Chief Contracting Officer. Duties will include:

  • Assist the ACCO in the management and supervision of staff responsible for the procurement of goods and services; advise, supervise, and train procurement staff on appropriate procurement methodology and applicability of local procurement laws.
  • Provide training and technical assistance to staff, Agency Units, and vendors to ensure City and agency guidelines and standards are being followed.
  • Assist and supervise procurement personnel in purchasing goods and services and in processing procurement documents and contracts.
  • Assist the ACCO with the development and implementation of mayoral directives associated with procurement actions, including but not limited to Minority and Women-Owned Business Enterprises and subcontractor utilization reporting.
  • Assist the ACCO to ensure the integrity of the procurement process.
  • Advise the ACCO on decisions concerning the award, administration, renewal or termination of Purchase Orders and contracts.
  • Working knowledge of the Citys P-Card Program and use of J.P. Morgan Online platform in order to direct staff on purchases made with the P-Card, apply approvals of P-Card purchases in JP Morgan Online platform, perform monthly reconciliation of P-Card purchases, and provide the monthly reconciliation reports to DOIs Fiscal and Budget Units; provide technical advice and quality assurance to the staff to ensure work is performed correctly, and develop procedures for administration of contract, procurement, and purchasing activities.
  • Track Internal Purchase Requisitions and P-Card purchases by maintaining tracking reports for the Procurement Unit.
  • Participate and supervise the preparation of small purchase solicitations and the solicitation of bids, as well as suggest possible sources of supply.
  • Follow up on problems regarding the delivery of goods and services.
  • Represent the ACCO in key meetings with senior officials and negotiations with vendors.
  • Oversee the timely completion of contract solicitations, contract award and registration processes.
  • Utilize the Procurement Automated Procurement Tracking - ARCHIVES (APT), Financial Management System (FMS), DMSS Online Direct Order System; Info Advantage Reports; NYC's Procurement and Sourcing Solutions Portal (PASSPort); VENDEX, and other systems for review, approval and processing of Internal Purchase Requisitions, Responsibility Determinations, PSR, RCAM, and RFA documents; and manage special projects as needed.
If selected, the candidate will be fingerprinted and undergo a background investigation. In addition, for positions that have a law enforcement and/or investigative function, the candidate's consumer credit history will be reviewed during the background investigation, and as otherwise permitted by NYC Administrative Code 8-107(24)(b)(2)(A).   • Superior oral and written communication and negotiation skills.
  • Strong Excel computer application knowledge and skills
Minimum Qualifications
  1. A baccalaureate degree from an accredited college or university and four years of full-time experience in investigation, auditing, law enforcement, law security, management analysis, or in a major operational area of the agency to which the assignment is to be made; at least 18 months of which must have been in a supervisory, administrative, managerial or executive capacity, and the approval of the Commissioner of Investigation; or
  2. Education and/or experience equivalent to "1" above. However, all candidates must have the approval of the Commissioner of Investigation and 18 months of supervisory, administrative, managerial or executive experience; or 18 months of experience in the exercise of discretion and professional judgment in significant policy matters related to criminal justice or areas particularly relevant to the Office of the Inspector General to which the candidate would be assigned.
