REPORTS TO: Airport Operations Manager

Assistant Airport Manager

LOCATION: New Haven, Connecticut

AIRPORT: Tweed-New Haven Airport (HVN)

STARTING PAY: $29.00 per hour

SUMMARY:

The Airport Operations Shift Supervisor is responsible for oversight of airside and landside operations, coordinating routine activities, and responding to irregular events at Tweed-New Haven Airport. Serves as liaison to tenants, passengers, and other stakeholders. This position represents management in routine operational matters including when management is not physically present at the airport, performing all responsibilities in accordance with the organization’s policies, procedures, and applicable federal, state, and local rules and regulations.

This position performs responsibilities under the direct supervision of the Airport Operations Manager, with considerable latitude for independent judgment, specifically in assessments of situations requiring immediate action and determining if contact with the Airport Manager and/or designee, as prescribed in established operational procedures is necessary or appropriate.

In addition to routine operational matters, the Airport Operations Shift Supervisor performs advanced, complex duties associated with maintaining the airport’s FAR Part 139 Operating Certificate, including airfield inspections and compliance, leads the work of operations staff during assigned shifts, maintains department compliance, and monitors a variety of federal, state, and local airport regulations for updates, policy changes, and new regulations. Monitors and inspects the airfield, terminal, perimeter, grounds, and personnel to ensure compliance with Federal Aviation Administration (FAA), Transportation Security Administration (TSA), and Airport rules and regulations, and reports deficient conditions for correction. This position is responsible for Aircraft Rescue and Fire Fighting (ARFF) activities on assigned shifts. This position requires the availability to work any shift, including nights, weekends, and holidays. May also require working overtime shifts, as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• On behalf of airport management, serve as a liaison to airport tenants and stakeholders for routine and non-routine matters.

• Conduct airside safety self-inspections and maintain pertinent records in compliance with FAR Part 139 and the Airport Certification Manual (ACM).

• Ensure the timely identification and resolution of any airfield or landside hazards and/or discrepancies.

• Coordinate construction and maintenance activities on or near the facility to ensure airport safety standards and maintain operational status.

• Responsible for the issuance and dissemination of Notices to Air Missions (NOTAM) and airfield condition reports (FCR).

• Update and maintain all required pertinent airport records.

• Provide initial Aircraft Rescue and Fire Fighting (ARFF) response to all aircraft emergencies/alerts.

• Establish incident command with mutual aid fire rescue and operate specialized airport emergency response fire fighting vehicles.

• Respond to all requests for medical assistance and coordinate appropriate medical response with mutual aid EMS.

• Responsible for ensuring proper execution of the Airport Snow and Ice Control Plan (SICP).

• Document irregular events through airport’s incident report and notification systems.

• During periods of snow and ice removal, drive and operate all major snow removal equipment.

• Responsible for oversight of landside operations including vehicle traffic and parking, terminal operations, and compliance with the Airport Security Plan (ASP).

• Perform airport security inspections and monitor the airport’s access control and CCTV systems and respond to any unauthorized entry of persons or vehicles in the terminal and on the AOA in compliance with TSR 1542.

• Ensure compliance with Airport Rules and Regulations.

• May assist in the initial and recurrent training and development of airport tenants and stakeholders.

• Position involves shift work and mandatory overtime.

• Maintain acceptable attendance and performance of required functions.

• Must complete initial airfield driver training and maintain airfield driving privileges through annual recurrent training.

• Provide escorting for various projects across airport property.

• Fulfills specialized roles within the operations department as defined and assigned by airport management.

• Other duties as assigned.

EDUCATION and/or EXPERIENCE

• Bachelor’s degree with a focus in airport management or related field preferred.

• Minimum three (3) years of experience in airside operations and Aircraft Rescue and Fire Fighting (ARFF) at a Part 139 Certificated Airport required. Applicants possessing a degree in aviation related field will be eligible for consideration with one (1) year of experience.

• Previous experience in the performance of airport snow removal operations preferred.

• Demonstrated ability to supervise in a complex environment without direct supervision.

• Demonstrated effective public communications, written and verbal skills.

• Possession of a valid driver’s license and ability to obtain and sustain a valid driver’s license in the person’s state of residence and maintain driver record compatible with Company’s insurance company’s criteria.

• Must be willing and able to work nights, weekends, and holidays, as scheduled.

• Maintain skills and qualifications to perform the essential duties of the Airport Operations Shift Supervisor position.

• Ability to perform the duties of this classification to Company standards, which includes, but not limited to passing, to the satisfaction of the Company, initial and periodic Company tests to ensure the initial and ongoing maintenance of required level of proficiency.

LANGUAGE SKILLS

Ability to read and comprehend instructions, short correspondence, and memos. Ability to write correspondence. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Ability to professionally communicate over company and aviation radios.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts, including proportions, and percentages.

REASONING ABILITY

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several variables in standardized situations.

CERTIFICATES, LICENSES, REGISTRATIONS

• Acquire all licenses or certificates required by regulatory agencies.

• Meet the required training criteria under FAR Part 139.

• Must be able to successfully complete ARFF training and perform related shift duties. Employee shall be required to undergo regularly scheduled medical evaluations to ensure they are capable of safely utilizing Aircraft Rescue and Fire Fighting Self-Contained Breathing Apparatus (SCBA).

• Shall complete Advanced ARFF/Vehicle Operator training as prescribed by management.

• Must meet or exceed required security training and performance criteria as mandated in the Airport Security Plan (ASP).

• Must possess AAAE Airport Certified Employee (ACE) Airfield Operations (reimbursable by the Company).

• Must possess National Incident Management System (NIMS) Certifications 100, 200, and 700.

• Ability to operate heavy snow removal equipment.

• Must possess a valid driver’s license as a condition of employment.

• Must be able to pass and maintain required TSA security clearances.

• Unless otherwise noted, all training requirements must be completed within the designated probationary period.
