JOB DESCRIPTION:

The Philadelphia Department of Public Health (PDPH), Division of Disease Control (DDC) is tasked with the operation and maintenance of PhilaVax, the Immunization Information System (IIS) for the City of Philadelphia. PhilaVax’s primary mission is to collect and maintain immunization records for the City of Philadelphia. Information collected by PhilaVax is utilized by providers within the City and by partner programs within PDPH. The DDC uses IIS data to help prepare for public health emergencies and provide education to the community on how to stay safe and healthy.

The IIS manager is responsible for maintaining the IIS and all tertiary systems and reports to the Immunization Program Manager/PDPH leadership. The incumbent will supervise staff, have frequent interaction with other managers, Health Commissioner’s Office (HCO) and directors, participate in various internal and external/community-based committees, and may represent the agency at both internal and external meetings, conferences, and workgroups. The IIS Manager will also have frequent contact with providers, technical contacts, grantors, or other public health agencies. This position may be responsible for a wide range of decisions including hiring and management of personnel, resource allocation, modification of budgets, interpretation, data/systems security, data management, data quality, establishing systems for clinics, recall contractual decisions, implementation of agency strategy, and formulating corrective action on behalf of PDPH.

This position is full-time, Monday through Friday, 8:30 a.m. to 5:00 p.m. with occasional work after hours and on weekends to support Program activities. This is a grant-funded position; continuation of the position is contingent upon sustained funding.

All City and City-embedded employees should expect to work in the office or in the field full-time as of July 15th.

RESPONSIBILITIES:

The incumbent is the lead for technical, policy, legal, grant and strategic level management of the IIS team and other immunization program activities as designated by Immunization Program Manager. Management of IIS contract, development, and IT procurement for the immunization program.

Oversight and maintenance of several very large databases and individuals with diverse technical skills. Oversight of data managers and epidemiological work utilizing the PhilaVax data. Written and verbal communication around Immunization reporting and clinical technology use. Overseas highly technical staff and non-technical staff.

Management:

  • Supervises IIS staff and determines workload, delegates assignments, and monitors performance.
  • Works with IIS Systems Manager to decide direction of development for IIS and manages other tertiary systems/software (sFTP, PowerBi, and any other future systems/software for the needs of the program).
  • Manages grant funded related activities with Immunization Program Manager.
  • Assesses training needs for individuals and teams and arranges for appropriate training.
  • Writes and/or reviews drafts of employee position descriptions and approves assignment of work tasks.
  • Assesses the qualification of candidates to recruit and hire employees.
  • Evaluates employee performance and rewards or disciplines employees. Promotes employee status according to job performance.
  • Writes Scope of Work and budgets.
  • Oversight of up to 25 staff.

Data Management and Data Integrity/Security:

  • Manages the development and maintenance of the Informatics applications and leads PhilaVax and other immunization related application development.
  • Coordinates with stakeholders, data owners, IT, and end users to maximize PhilaVax and related Informatics systems' utility.
  • Leads DDC data modernization efforts along with Epidemiology counterpart and HCO leadership.
  • Provides leadership in data stewardship activities.
  • Provides input to standards, policies, procedures outlining structure, form and attributes of data and how data is used/available publicly.
  • Oversees the designs and data documentation, user training and associated materials.
  • Supervises and/or oversees planning and collection of data and information.
  • Plans, coordinates, and establishes methods, processes, and standards for work performed by staff to ensure information needs of end users are achieved.
  • Leverages and/or seeks to influence standards, as appropriate, and ensures consistency with national standards and certification initiatives to improve health data use to meet the agency, partner, and stakeholder needs to improve population health.
  • Supports adoption of data standards that facilitate interoperability.

Systems Management and Oversight:

  • Provides input into federal rule making or other policy making activities related to informatics practice and health reform as requested.
  • Develops and directs assessments, evaluations of data collection, data management, adoption of technology, change management issues, and use of information to improve population health.
  • Coordinates system design and analysis with vendors to ensure information needs of the program, department, and other end users are met.
  • Explores and recommends technology solutions and/or automation of key processes.
  • Coordinates, manages, or oversees information management (i.e. de-duplication of records, data purges, requests for information, processing user rights, assignment of log-in, consumer access to information).
  • Coordinates, manages, oversees, or ensures compliance with HIPAA, and privacy and security practices.
  • Research or recommends hardware, software, and other technology enhancements to support agency objectives.
  • Ensures implementation of best practices related to electronic data transmission, storage, HIPAA, information security standards, data archiving practices, records management, and other aspects of electronic data management.
  • Provides management support for applications and database needs, enhancement and system upgrades, performance.

REQUIRED SKILLS:

  • Excellent written and oral communication skills.
  • Strong knowledge of Microsoft Office Suite.
  • Able to work independently or as part of a team.
  • 5-10 years of experience in IIS management and process improvement.
  • Must have working understanding of IT systems and interoperability.
  • Understanding of legal frameworks.
  • Understanding of contracts and budgets.
  • Able to plan, execute, and complete projects within a limited timeframe and budget.

EXPERIENCE:

  • Minimum of 6 years of experience in public health, health informatics, or IIS related fields.
  • Minimum 4 years of experience working with relational databases.
  • Minimum 3 years of experience coordinating complex projects with multiple stakeholders.

EDUCATION REQUIREMENT:

This position requires a Master’s degree in Public Health, Health Informatics, Epidemiology, or Informatics with an emphasis on clinical data. Advanced degrees are strongly considered.

Or

A Bachelor’s degree and 6 years of public health experience with at least 4 years in data or IIS related field.

REQUIRED QUALIFICATIONS:

  • Must have familiarity with EHR or EHR related products.
  • Must be authorized to work legally in the U.S.
  • Must be available to work occasional weekends or after hours.
  • Must be able to travel within the United States.
  • Must be able to lift 25lbs.
  • Willing to help in public health emergency.

SALARY:

$85,000 - $95,000 commensurate with education and experience.
