Job Responsibilities

General Responsibility

Under general supervision, investigate and enforce violations of the Ethics Act to include; planning and conducting complex investigations for administrative hearings and criminal prosecutions, participates in collaborative investigations with federal, state or local agencies.

The Ethics Act requires specific governance of public officials, public members, and public employees. The Act also requires the filing of financial disclosures by certain individuals under the Commission's jurisdiction. When these filings are not compliant with the Act, fines and/or investigations can be initiated for compliance and enforcement. Additionally, the Act requires enforcement of code of conduct violations. Upon conclusion of investigations by the Investigations and Enforcement Division, presentations are made to the Commission, consisting of eight members which convenes monthly, for applicable determinations.

Specific Responsibilities

  • Gather and collect documents as material evidence to include: financial records, meeting documents, recordings both audio and visual, digital evidence, and other materials as required. Conduct interviews of witnesses in person and via telephone to include obtaining statements. Responsible for drafting subpoenas, serving subpoenas, search warrants as needed, arrest warrants, serve legal documents and complete affidavits of service. Additionally, testify in administrative and criminal proceedings, trials, and before grand juries. Travel the state as needed to investigate assigned cases.
  • Manage and maintain a case load as assigned for investigation. Record and provide entry updates of all activity into the case management system. Advise and update supervisors and legal department regarding case development and progress to include case parties as needed. Develop and provide concise written summaries of investigative findings for review in preparation for presentation. Participate and assist with monthly Commission meetings providing presentations for assigned cases investigated and prepared for determinations by the Commission.
  • Assist Commission's General Counsel with assigned cases in preparation for Commission hearings. This may include additional case development and affidavits of service. Testify as a material witness during Commission hearings. Provide Commission meeting and hearing security.
  • Support federal/state/local law enforcement and other prosecuting agencies in the enforcement of state laws as needed and/or requested.
  • Perform various administrative tasks as needed related to agency functions and daily operations.
  • Performs law enforcement duties as requested and subject to times of critical incidents, whether natural or man-made crisis events requiring sworn personnel.
  • Complete training requirements to maintain Class 1 certification through the South Carolina Criminal Justice Academy (SCCJA).
  • Complete additional training as necessary.
  • Perform other duties as assigned.
Minimum and Additional Requirements

Minimum Requirements
  • Bachelor's degree from an accredited college/university.


  • Currently certified as a Class I Law Enforcement Officer through the South Carolina Criminal Justice Academy (SCCJA).


  • Five (5) years of continuous law enforcement experience.


  • Exercise discretion regarding the protection and dissemination of confidential information.


  • Perform, plan, organize, manage, and prioritize cases.


  • Must possess excellent verbal and written communication skills.


  • Ability to testify in administrative and criminal proceedings.


  • Ability to travel the state and work in an office environment performing administrative and operational tasks.


  • Subject to overnight travel and availability as needed.
  • Must have a valid SC driver's license and a 10-year driving record that complies with State Fleet guidelines.

  • May need to bend, stoop, kneel, and lift up to 50 lbs.
Preferred Qualifications
  • Experience in conducting investigations

  • Ability to attend advanced training in investigations, interviewing and/or other disciplines as needed

  • Experience with MS Office, particularly with Excel, strongly preferred.

  • Ability to analyze complex situations, determine pertinent facts, reach reasonable conclusions, and make recommendations based on applicable law strongly preferred.

  • Ability to develop and cultivate relationships within the various government entities.

  • Ability to present clear, concise, and detailed written reports strongly preferred.

  • Appropriate use of grammar, punctuation, and strong typing skills preferred.

  • Ability to make oral presentations strongly preferred.

  • Extensive knowledge of the criminal justice system.

Additional Comments

The State Ethics Commission is seeking to fill Investigator position(s) within the Investigations and Enforcement Division. The ideal candidate is a certified law enforcement officer with a bachelor's degree, experience, desired skills and a willingness to serve the public.

Verification of Class I Certification with the SC Criminal Justice Academy, SC Department of Motor Vehicles (License Check), SC Department of Revenue (Tax Check), and SLED background checks required.

Investigators are assigned a take home vehicle, issued cell phone and expected to conduct themselves with the highest degree of professionalism at all times.
