Assistant Superintendent of Distribution and Collection Position Summary Essential functions as defined under the Americans with Disabilities Act (ADA) may include any of the following representative duties, knowledge and skills. Incumbents are required to be in attendance and prepared to begin work at their assigned work location on specified days and hours. Essential Functions Plan, direct, and evaluate maintenance, repair and renovation operations for the City’s water distribution and sewer collection infrastructure. Monitor and review jobs in progress, and provide direction and assistance with operational problem solving. Determine priorities, assign work and projects, and coordinate schedules of assigned staff; manage contractors. Work with residents and commercial consumers in regard to water meter, collection system and flooding issues. Acts as a snow supervisor and performs snow plowing, snow removal and salting work, as needed. Establish work standards and complete employee evaluations. Monitor work sites to ensure compliance with established methods, guidelines, standards, and procedures. Train personnel in correct and safe methods and procedures necessary to accomplish their assigned work. Develop and monitor budget and approve purchases of supplies, parts, service contracts, equipment, etc.; manage inventory of parts and supplies. Ensures compliance with safety requirements of assigned operations. Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a team. Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment. Required Knowledge Public works maintenance, renovation and construction technologies related to water and wastewater operations and maintenance. Supervisory and budgeting principles and practices. Principles, methods, and techniques of maintenance management. Local, state, and federal codes and regulations related to programs and activities. Applying construction, renovation and maintenance policies and procedures. Managing multiple projects at a time. Using initiative and independent judgment within established procedural guidelines. Required Skills Specifications for and operating capabilities and applications of heavy and light construction equipment, maintenance equipment, and trucks. Project planning, implementation and evaluation principles and practices. Applicable computer software programs such as Microsoft Office applications. Safety practices and procedures related to the work. Standard office practices and procedures, including filing and the operation of standard office equipment. Techniques for dealing with a variety of City staff, the public and vendors, in person and over the telephone. Correct business English, including spelling, grammar and punctuation. Planning, organizing, supervising, reviewing and evaluating the work of others. Training others in policies and procedures related to the work. Utilizing and maintaining record keeping and filing systems. Making accurate arithmetic calculations. Establishing and maintaining effective working relationships with vendors and others contacted in the course of the work. Preparing clear and concise reports, correspondence and other written materials. Contributing effectively to the accomplishment of team or work unit goals, objectives and activities. Speaking English effectively to communicate in person or over the telephone. Qualifications Two (2) years of technical coursework in biology, engineering, or a closely related field; AND four (4) years of supervisory experience in water and wastewater operations and maintenance; OR an equivalent combination of education, training and experience as determined by Human Resources. Other highly desirable experience in: Meter reading processes. Lucity CMMS Software. Managing FOG programs to assure compliance. Valve and Hydrant maintenance programs. IEPA Class C Water Plant Operator certification or ability to obtain within 1 year of hire. IEPA Collection System Operators certification or ability to obtain within 1 year of hire.
