Director of Compliance – Affordable Housing Portfolio

Position SummaryWe are seeking a Director of Compliance to lead the organization’s compliance strategy and oversee program adherence across a diverse and expanding affordable housing portfolio. This leader will manage both the Tax Credit and Affordable Housing Compliance teams and serve as a central figure in ensuring regulatory performance, audit readiness, and strong agency relationships. The role is based at the company’s corporate office and reports to the Vice President.
Key ResponsibilitiesCompliance LeadershipOversee all aspects of LIHTC, Section 8, HUD, and other affordable housing program compliance
Manage and mentor compliance teams, including income certification specialists and program staff
Implement standardized compliance procedures and oversee their application across the portfolio
Ensure certifications and recertifications are processed in accordance with agency regulations
Maintain accurate records for unit files, rent limits, income thresholds, and utility allowances
Conduct internal file audits and site visits; follow up on corrections and track compliance performance
Prepare for and participate in MORs, LIHTC audits, and agency reviews
Coordinate and respond to audit findings with property management and regional leadership
Build and maintain strong relationships with regulatory agencies and funders
Monitor legal rents and ensure all reporting is completed in accordance with program guidelines
Provide ongoing compliance training to site teams and management staff
Field inquiries from property staff regarding eligibility, rent limits, and program requirements
Stay abreast of policy changes and implement necessary updates organization-wide
Review new resident applications and income verifications for completeness and accuracy
Evaluate and manage staff performance, providing mentorship and coaching
Allocate responsibilities and monitor output of both tax credit and affordable housing compliance teams
Recruit, train, and onboard new compliance personnel
Bachelor’s degree or equivalent experience in housing, real estate, or compliance
5+ years of experience in affordable housing compliance, with deep LIHTC and Section 8 expertise
TCS, COS, HCCP, SHCM or similar certifications preferred
Experience leading compliance audits and managing agency relationships
Strong knowledge of NYC/NYS housing regulations and rent stabilization laws
High proficiency in Microsoft Office (Word, Excel, Outlook)
Excellent organizational, analytical, and leadership skills
Ability to manage confidential data and operate in a fast-paced, multi-site environment
Valid NYS driver’s license required
