We are seeking a detail-oriented and highly organized Accounts Manager and Bookkeeper with Operations Management experience to join our team. This role will be responsible for managing and overseeing the day-to-day financial operations, maintaining accurate financial records, and ensuring efficient day-to-day office and facility operations of our high-tech R&D company. The ideal candidate will have a strong understanding of GAAP, DCAA, FAR, and experience in government accounting and contract administration, firm-fixed price (SBIR, OTA), cost-plus contracts, and procurement activities in a dynamic and fast-paced environment.

Responsibilities include but not limited to:

Financial Management:
1. Oversee day-to-day financial operations, including accounts payable and receivable, payroll, budgeting, and cash flow management.
2. Ensure compliance with GAAP, DCAA, FAR, and company policies.
3. Prepare, analyze, and present monthly, quarterly, and annual financial statements and reports.
4. Conduct regular audits to ensure compliance with financial regulations and internal policies.
5. Implement and maintain financial controls and procedures to safeguard company assets.
6. Develop and administrate R&D project budgets, ensuring accurate tracking of costs and expenses, and reporting.
7. Prepare cost estimates, analyze project financial performance, tax and financial planning.
8. Manage firm-fixed price and cost-plus contracts, ensuring compliance with relevant regulations and contract terms.
9. Oversee procurement activities, ensuring compliance with company policies and government regulations.
10. Provide detailed cost reports and analysis to project managers and senior management.

Bookkeeping:
1. Enter and verify bills, invoices, and purchase orders.
2. Process payments, deposits, and post entries into the accounting system.
3. Reconcile checking, savings, customer, and vendor accounts.
4. Set up and maintain financial records in both paper and cloud-based systems.
5. Maintain contract-level budget versus actual records consistent with company accounts.
6. Enter all company transactions in QuickBooks.

Payroll and HR Support:
1. Process payroll and timesheets, ensuring all staff correctly complete timesheets (ADP).
2. Assist with HR functions, such as onboarding new employees and maintaining employee records.
3. Manage benefits administration and ensure compliance with labor laws and regulations.

Compliance and Reporting:
1. Ensure compliance with relevant financial regulations, including GAAP, DCAA, and FAR.
2. Prepare for and facilitate audits and reviews by external regulatory agencies.
3. Maintain confidentiality regarding the organization's financial and personnel information.
4. Prepare monthly, quarterly, and annual financial statements for senior management review.

Operations Management:
1. Oversee the smooth operation of all office and administrative functions, including securing and monitoring office supplies, managing phone lines, supporting laboratory management tasks.
2. Ensure digital administration accounts (e.g., Microsoft 365), technical and non-technical software licenses are current and maintain a log of login credentials.
3. Interface and collaborate with IT support personnel and implement basic IT functions with their support.
4. Handle office and laboratory correspondence, communications, and documentation.
5. Maintain effective filing systems (both digital and physical).
6. Oversee the management and maintenance of office and laboratory facilities to ensure a safe, efficient, and productive work environment.

Executive Support:
1. Provide financial insights and strategic advice to senior management.
2. Assist in the preparation of presentations and reports for board meetings and investor relations.
3. Coordinate with senior management on special projects and initiatives, ensuring alignment with financial goals and objectives.
4. Support the CEO with scheduling, preparation, and dissemination of materials for customer meetings and board meetings.
5. Provide hospitality support for board meetings and visits with external partners and funders.

Qualifications:
- Bachelor’s degree in Accounting, Finance, Business Administration, or a related field; CPA or CMA certification preferred.
- Proven experience in accounting, financial management, bookkeeping, and office operations.
- Strong knowledge of GAAP, DCAA, and FAR.
- Experience in financial administration and management of SBIR, OTA, and firm-fixed price and cost-plus contracts.
- Experience with procurement activities and ensuring compliance with government regulations.
- Proficiency in accounting software (e.g., QuickBooks) and MS Office Suite, with advanced skills in Excel.
- Excellent organizational and multitasking abilities, with a strong attention to detail.
- Strong communication and interpersonal skills, with the ability to work effectively with a diverse team.
- High ethical standards and integrity in handling sensitive financial information.
- Ability to work independently and manage multiple priorities in a fast-paced environment.

Work Environment:
- Work is regularly performed in an office environment.

Position Type/Expected Hours of Work:
- This is a full-time position. Standard days and hours of work are Monday through Friday, from 8:30 a.m. to 5:00 p.m. The position occasionally requires weekend and nonstandard hours to support meetings and events.

Travel:
- minimal travel is expected for this position.
